Up charged from quoted price, then from updated price for total of 30% extra. Even after the excavated site was completed exposed to determine the cost. Made excuses both times that there were unexpected issues replacing the pipe in a 35 foot hole. Then told me city wanted to bill me direct for test required. Contacted city after getting the bill and extra cost on the bill were because contractor short coming. Also city told me very unusual to not have billed the contractor.
